@Itsinsider : you're right, not everything has to be transparent.

Sometimes the person who submits something is not expecting anything to happen, or at least he knows that not 100% submissions can be taken into account. In this case this is ok.

Sometimes people are strongly ask to participate. In this case, if the company does want people to disengage, it would be good to explain why something was taken into account or not.

Last, sometimes managers can't say "why" because they know something that participants don't have to know at this time. This is a kind of "grey zone" where the best policy for managers is "wise sense".

Anyway, either a decision is made or not to turn knowledge into action and tangible benefits, the process that makes that the decision can happen has exist and people who have to play a part in it should be aware of their role in this new context.

As for SAP I'll have a closer look once the "end of year frenzy" has ended. I'll let you know if I need any help ;)

Hi Bertrand. This version is a little rough on the translation, but I agree with the gist of your argument here. One comment, however. Even if management is engaged in the conversation/discussion (or not in many cases), management sometimes has that "bigger picture" view that dictates decision-making. In other words, the team may not be aware of a strategic initiative currently under discussion that would impact endorsing a particular POV and would presumably be counter to the firm's planning. To be honest, it's where transparency becomes dicey. Not everything can be transparent.

That said, I highly recommend you get yourself a beta account (maybe I can help?) to SAP's new 12Sprints tool. It does exactly what you're asking for here. Its primary goal is decision-making.
