Who's deciding in the enterprise ? Everyone will have the same answer : the one who has the budget. No matter he's capable on a matter or not (hence the need to have the right team around). The same prevails in internal discussions or negotiations : the one who's right is the one who has the bigger budget, the more resources - what is often the same.
The more one is paid the more he relies on opinions instead of facts and data
